The State Department of Transportation supports
funding for studying reconstruction of the Zoo
Interchange, even though the project would not
begin for several years.

Wisconsin
Department of Transportation officials have expressed
concern about fast-tracking freeway studies, according
to WisDOT documents when they evaluated the Southeastern
Wisconsin Regional Planning Commission's recommendations
for freeway reconstruction.
“From
both a public involvement and a procedural standpoint,
I am concerned about fast-tracking a PE / EIS
on these segments if construction would not occur
for some time. How many years would the results
of a PE or EIS be valid prior to construction?
How many changes in local leadership could occur
if a PE or EIS is done several years prior to
construction?” --Dan Yeh, WisDOT office
of public affairs
“Any
schedule for PE/EIS studies must recognize the
ability to fund not only the study, but implementation.
We don’t want the studies too far out in
front of implementation.” -- Ken Leonard,
now retired deputy administrator of WisDOT's Division
of Transportation Investment Management
